Well, monsters are actually naturally pacifistic on average, so there wasn't really any "taking care" of them needed. Their SOULs are made of love and compassion, after all. [...he can probably hear the capitals there, can't he.] It's why most of the casualties in the first war were monsters. They distrusted humans for a long time, but finally decided to take the chance after a human helped break the seal. And now that humans have a better understanding of those not shaped like them, we did our best to reach out and put the mistakes of the past behind us.
