Scott was strange, but I don't think he'd go all greasy to have some fun at the arcade after killing someone -- but at the same time if whoever killed Scott also killed Risotto why would they, uh, go for a second victim? Unless Scott saw something and tried to hide in the arcade?

No, I don't think he was responsible for this. He was...a decent person, if admittedly a strange one. It's more likely the culprit was trying to get rid of a witness in a hurry.

Were they? Do we have proof that Scott was somewhere else?

You can see the arcade from the stairs. If someone was going down the stairs after killing Risotto, they could have seen someone was in the arcade.
